The Attorney General of Dubai, Essam Eisa al-Humaidan, has referred Z.I.H, an Asian woman who on September 1 threatened to blow herself up at the Dubai Public Prosecution (DPP) building in Dubai using an explosive belt, and M.Y.A, her partner, a national of a Gulf state, have been both referred to the State Security Prosecution in Abu Dhabi.

The Attorney General of Dubai, Essam Eisa al-Humaidan, said, "Although the explosive belt she wore did not contain any explosives, the accused's actions are punishable by law as they triggered public disorder, violated the security and safety of the community, frightened the public and endangered the lives of people. What she did place the case within the jurisdiction of the Supreme Federal Court, and that is why it was referred to the State Security Prosecution in Abu Dhabi."

The referral of the case was made after the prosecution heard the accused, witnesses, judicial and DPP employees as well as members of the public who happened to be present. The prosecution also viewed video tapes, forensic and technical reports on the incident.

"Investigations revealed that 33-year-old Z.I.H. filed a cas at the Sharia Court in Sharjah in 2007 requesting a DNA paternity testing to prove that the legal father of her 10-year-child is J.J.S, a national of a Gulf state, but the case was rejected by the said court in accordance with the effective Sharia rules," said a statement from the Dubai Public Prosecution.

"The accused said that M.Y.A made the explosive belt and suggested to her the idea of walking into the Public Prosecution and threatening to blow up the building in order to make the officials respond to her request for proving the paternity of her child," it added.

DDP says the accused had her child with her when she walked into the reception hall of DPP building that morning.

Authorities evacuated the building immediately and negotiations with the woman to persuade her to give herself up lasted from midday on Sunday until the early hours of the next day.
