Mohammed issues law on marine transport

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has issued Law No11 of 2010 regulating marine transport in the emirate.

It pertains to all navigation undertaken on Dubai's waterways, including the transport of people or goods for personal, commercial, tourism or recreational purposes. With the aim of upholding maritime safety and security, the law will serve to boost economic development in the emirate, while ensuring that environmental concerns are considered.

Dubai Maritime City Authority has been tasked with inspecting, licensing and registering marine transport vehicles to make sure that technology, pilots and crew operating on such vessels meet and comply with standards and regulations in place.

The wide-ranging legislation seeks to provide comprehensive oversight concerning marine activities through providing a set of clearly defined rules and guidelines to be enforced by appropriate authorities.

Sheikh Mohammed also issued Law No12 of 2010 safeguarding all network services, equipment and systems of Emirates Central Cooling Systems Corporation (Empower).

The law prohibits all unauthorised interference within Empower's protection zones, where individuals or entities fail to obtain appropriate permission in advance.

Article IV of the law forbids unapproved individuals from undertaking any work in specified protection zones, with further articles determining other conditions and obligations to be met by those wishing to operate in such areas.

The law also outlines procedures for obtaining certificates of permission, as well as the penalties to be applied on those in violation of the law.
