National Day traffic rules: Special yard for immediate impound

The Abu Dhabi Police Traffic and Patrols Directorate has set up a temporary yard at the Corniche Street in Abu Dhabi, in the area facing Hilton Hotel, confiscate cars that violate car decoration guidelines; vehicles whose drivers cause chaos and disturbance; and those who fail to abide by  the ‘Spirit of the Union’, causing damage to public property by obscuring both front and rear plates, performing stunts on roads, impeding traffic flow and blocking roads.

Brigadier Hussein Ahmed Al Harithi, Director of Traffic and Patrols Directorate at Abu Dhabi Police, said no leniency would be shown to anyone who break traffic laws. He added that the directorate would immediately seize and impound vehicles, whose drivers fail to abide by the laws and regulations and violate the meanings and indications of this important national occasion.

“The directorate has set a list of guidelines on car decoration during the National Day celebrations. These guidelines state drivers should avoid changing the colour of vehicles, placing indecent stickers or posting of inappropriate and/or obscene words and phrases, picking up passengers that exceed the number of allowed passengers in the vehicle, leaning or standing outside of the windows, colouring the windshield, using spray paint on others, and exiting vehicles in the middle of the road. Failure to abide by these rules will result in the impounding of the vehicle for a month, in addition to a fine of Dh2,000 and 12 black points,” noted Al Harithi.

Traffic and Patrols Directorate at Abu Dhabi Police has issued a list of traffic violations that may be committed by motorists during the 43rd National Day festivities, along with the relevant penalties stipulated the UAE Traffic Federal Law. These violations are as follows:

1.  Using spray paint by the driver: punishable by Article (8) of the UAE Federal Traffic Law: ‘Driving recklessly or in a manner that endangers the public’. Failure to abide by these rules will result in the impounding the vehicle for a month, in addition to a fine of Dh2,000 and 12 black points.

2.  Using spray paint by passengers: Violators will be slapped with a fine of Dh400 plus four black points.

3.  Equipping vehicles with additions that impede visibility and compromise safety (eg installing a flag): Dh500 fine.

4. Carrying more than the permitted number of passengers will entail a Dh200 fine and three black points.

5. Passengers leaning or standing outside of the windows or sunroof of the car: Dh400 fine and four black points.

6. Carrying passengers in areas not intended for passengers (Pick-up or sunroof of car) will entail immediate impounding the vehicle for seven days, in addition to a fine of Dh200 and three black points

7. Equipping vehicles with additions (headers, filters, sound amplifiers): impounding the vehicle for a month, in addition to a Dh500 fine.

8. Colouring windshield or driver’s side window: impounding the vehicle for a month, in addition to Dh500 fine.

9. Getting out of the vehicle on the road or parking the vehicle on the highway with the engine running: Dh500 fine and four  black points.

10. Random parades or processions: Dh500 fine

11. Throwing garbage on the highway: impounding the vehicle for a month, in addition to a fine of Dh500 and four black points.

12. Obscuring the front or rear vehicle license plates: Dh200 fine and three black points.

13. Spinning the wheels of the vehicle: impounding the vehicle for a month, in addition to a fine of Dh1,000 and 12 black points.

14. Altering or changing completely the vehicle’s colour (Full car decoration): Dh400 fine.

Al Harithi said a comprehensive plan will be applied to intensify control in all areas in Abu Dhabi, Al Ain, and the Western Region and monitor traffic flow through surveillance cameras and radars located on all roads and in underground tunnels so as to capture any traffic violations during the national day celebrations.

He called on all segments of society to contribute efforts to support traffic safety during the National Day celebrations and to report traffic violations and dangerous behaviour by motorists on all roads. He indicated that violations include any attempts to show-off and stunts with vehicles, reckless driving, overtaking on the hard shoulder of the road, jumping red light signals and other violations.

Al Harithi also noted that the directorate will be receiving documented reports from the public about cases of traffic law violations, chaos, nuisance and violations of celebration guidelines committed by motorists through the Abu Dhabi e-Government application called City Guard. “The app enables users to take pictures of videos of the violation. It is necessary to indicate the number and type of vehicle, location and time of violation and the street where it took place,” he said.

He warned drivers against covering or obscuring the front or rear vehicle license plates, performing stunts or attempts to show-off with vehicles, impeding traffic flow, blocking the road, or being engaged in any activities that may create chaos and disturbance for other road users. Moreover, he warned drivers against attaching any noise-making accessories or devices to their.

He added that the directorate will be implementing a comprehensive awareness campaign through various media.
