Visa rule violators' fine in installments

Visa and residency rule violators who are incapable of paying fines can pay it in installments under 'Maisara' which means 'affordable' initiative.

The Residency and Foreigners Affairs Prosecution in Dubai enabled this for those who are financially incapable of paying their full fines.

Advocate General of Residency and Foreigners Affairs Prosecution said that the duration of fine payments should not exceed two years.

A certain mechanism is enforced to ensure regular monthly payments of due fine.

'Maisara' initiative helped collecting about Dh16.5m from about Dh19m of total value of fines imposed in the last four years, said bin Khatem.

The initiative will also help avoid visa and residency violators, who were incapable of paying fines, from being transferred to the court and spending 6 months in jail sentence, he noted.

The initiative helped ensuring social and family stability by avoiding bread earners from being away from their works.

Bin Khatem said that violators in some cases were businessmen and keeping them away from their works for six months would worsen their financial status as well as of their staff.

In 2014, 58 convicts in visa and residency cases had to pay a total of more than Dh4m. More than Dh3m had already been paid via the initiative last year. Some convicts have fully paid their fines while others are on their way to finish fine installments, he noted.

The penalty of failing to pay an installment is asking the convict to pay in full the remaining amount, he said.

Convicts in residency and visa cases can electronically apply to Dubai Prosecution for paying their fines by installments. After studying his case, an approval would be forwarded and monthly installments would be decided, he explained.
