Federal eGovernment Plan 2012-2014 announced

Telecommunications Regulatory Authority (TRA), represented by the Information and eGovernment Sector, presented the Federal eGovernment Plan 2012-2014 to the federal government entities at a meeting held today in Dubai.

Salem Khamis Al Shair Al Suwaidi, Deputy Director General for Information sector and eGovernment, TRA, welcomed the federal government representatives with a keynote speech.

He said: "I am very glad to announce the launch of the Federal eGovernment Plan. eTransformation will further enhance the economic and social development of our beloved nation. It will also enhance the reputation of the UAE as a global leader in the field of eGovernment. I call upon all the federal ministries, authorities and entities to join us on the path of eTransformation. I would encourage each of the entities to prepare their own action plans and coordinate with the Emirates eGovernment in the same."

Salem Al Housani, Deputy Director, Emirates eGovernment, Dubai Office presented the features and initiatives of the Plan to the attendees. This was followed by an open session where the government representatives shared their feedback and asked questions to ensure smooth and successful implementation of the Plan.

Humaid Saeed Al Darei, Deputy Secretary General for Policy and Planning, Federal Demographic Council, said: "This event is very important as it is in line with UAE Vision 2021. This meeting should lead to customer service and facilitate the use of technology to deliver services. I see this is a good platform for interaction and cooperation between governments." "I praise Emirates eGovernment for launching the Open Data initiative as it raises transparency in the government," he added. He also said that Federal Demographic Council has several documents valuable to the public and is willing to publish those on the Open Data section of the UAE federal portal www.government.ae.

Meanwhile, some key federal entities such as Ministry of Finance, Emirates Identity Authority and Federal Authority for Human Resources made a presentation on some of their initiatives that will be help in the implementation of the eGovernment strategy.

Omar bin Ghaleb, Deputy Director General of UAE General Civil Aviation Authority (GCAA) which is amongst the pioneering entities in eTransformation said: "GCAA has already digitised some of its services. The GCAA is willing to work hand in hand with Emirates eGovernment to complete the eTransformation."

He added that the GCCA is thankful to Emirates eGovernment for its role in website evaluation and holding this meeting.

"I see that the accomplishment of this mission needs collective efforts and compliance to website standards and guidelines developed by Emirates eGovernment," he added.

The UAE Cabinet headed by His Highnes Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, approved the Plan in February this year. The objective of the meeting was to put the Plan into action by forming a working team at the federal level within the TRA's Information sector and eGovernment consisting of representatives from federal ministries, authorities and entities.

The mission of the team would be to ensure the implementation of the Federal eGovernment Plan in order to provide federal government services electronically through multiple channels within two years as envisioned by Sheikh Mohammed.

The initiatives of the Federal eGovernment Plan is scheduled to be accomplished in several phases. Meanwhile, the entities will use Emirates eGovernment's Khadamate tool to add eServices. The eServices are of three types: informational service, free-transaction service and transactions involving payments. The last type is the most complicated and technologically advanced and hence will be the last phase of development.
