Hamdan issues resolution

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, on Sunday issued Resolution No. 38 of 2015 on Vehicle Testing Centres in the emirate of Dubai.

The resolution aims to streamline the operations of vehicle testing centres in Dubai, including those located in special economic zones and free zones. It also stipulates the safety procedures, conditions and standards that vehicle testing centres should follow in line with international best practices.

Pursuant to the resolution, Dubai’s Road and Transport Authority (RTA) is responsible for implementing the resolution. Under the Resolution, RTA is authorised to specify the conditions and technical requirements as well as define licensing procedures for the vehicle testing centres and the inspection procedures for the vehicles.

Furthermore, the resolution authorises RTA to issue, renew and amend licences for the vehicle testing centres and the right to monitor, oversee and inspect the centres. It also authorises RTA to enforce penalties for violations as outlined in the resolution. Additionally, RTA is authorised to train and qualify vehicle inspectors and introduce any additional services relevant to this activity.

According to the resolution, individuals or entities are strictly forbidden from providing inspection services in the emirate of Dubai without obtaining a licence from competent authorities in Dubai. Licensed vehicle testing centres should also not establish any branches without obtaining written approval from the Licensing Agency at the Road and Transport Authority (RTA).

The resolution specifies the administrative, technical and financial terms and conditions for obtaining the licence. The resolution also details the list of violations and corresponding penalties, the services provided by the centres, licensing procedures and the fees for the services.

The new resolution annuls any legislation that contradicts or challenges its rules and regulations. The resolution will be published in the Official Gazette, and considered effective from the date of publication.
