Maktoum issues resolution

Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and Chairman of Dubai’s Supreme Legislation Committee, has issued Resolution No (7) of 2015 forming the technical legislative committees and their comprised policies and procedures.

Pursuant to the resolution, the technical committees support the efforts of the Supreme Legislation Committee by conducting research and studies, revising proposed amendments and addendums, coordinating with various Dubai Governments’ entities when conducting research and ensuring prompt approval after referring drafts to the Supreme Legislation Committee.

The resolution defined the specialisation of each technical committee as follows:
 
The financial and economic legislative committee is responsible for studying and revising bills related to the governmental financial regulations, fees and taxes, industry, commerce, tourism, financial markets, free zones, private real estate development,
government investments, commercial marketing, corporate affairs and any other proposed amendments.
 
The justice and security legislative committee is responsible for studying and revising bills related to judicial and security affairs in Dubai.
 
The social legislative committee is responsible for bills related to education, knowledge, community development, national identity, culture and art, sports activities, Islamic affairs, charitable work, Awqaf and minors affairs.
 
The infrastructure and environment legislative committee is responsible for studying and revising bills related to road and transport, sewage systems, environment and agriculture, electricity, water, urban development, land and real estate, municipal affairs, planning and buildings.
 
The healthcare and public safety legislative committee study and revise bills related to public health, healthcare and public safety.
 
The government administrative committee is responsible for studying and revising bills related to governmental and institutional structures, administrative development, government excellence, smart government initiatives, human resources and media affairs.
 
Pursuant to the Resolution, the concerned government entity appoints two representatives to represent it in the technical committee.
 
The Resolution also stated that the Chairman of the Supreme Legislation Committee may form a subcommittee named ‘the legislative audit committee’ from heads of the technical committees.

The legislative audit committee revises and approves bills endorsed by the technical committee prior to submitting to the Supreme Legislation Committee.
 
This resolution is valid from date of issuance and to be published in the Official Gazette.
