Mohammed honours Quality Award winners

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, attended the 21st Business Excellence Awards ceremony, hosted by the Department of Economic Development (DED) in Dubai, and honoured the winners of the Dubai Quality Award (DQA).

The ceremony was also attended by  Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, and Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Chairman of the Mohammed bin Rashid Al Maktoum Foundation and President of the International Olympic Committee.

Sheikh Mohammed honoured 24 winning entities of the Dubai Quality Award in the financial, trade, health, services, tourism and government sectors, in addition to the free zone and retail sectors.

Emirates NBD (Finance), ENOC Tasjeel (Services), Al Ghandi Auto (Trade), Scientechnic (Trade), Nasser Bin Abdullatif Al Serkal Est. - Bridgestone Tyres (Trade), Apparel Group (Retail), Medcare Hospital (Healthcare), Tawam Hospital (Healthcare), Mafraq Hospital (Healthcare), Al Rahba Hospital (Healthcare), SEHA Dialysis Services (Healthcare), Al Serkal Envirol (Manufacturing), Power Cleaning Services & Building Maintenance (Services) and Lin Scan Advanced Pipeline & Tank Services (Services), received the Dubai Quality Appreciation Award from Sheikh Maktoum bin Mohammed.

Jebel Ali Free Zone (Free Zones sector), Enoc Retail (Trade), Wasl (Services), RTA Licensing Agency (Government), Zulekha Hospital (Healthcare), Sheikh Khalifa Medical City (Healthcare), Al Ain Hospital - Seha (Healthcare), Corniche Hospital (Healthcare), Al Gharbia Hospitals (Healthcare) and Jumeirah Emirates Towers (Tourism) also received the award.

Altogether, 54 winners were honoured in the three categories of the Business Excellence Awards - Dubai Quality Award, Dubai Human Development Award (DHDA) and Dubai Service Excellence Scheme (DSES) - for their outstanding pursuit of excellence during 2014.

Sami Al Qamzi, Director General of DED, extended thanks and appreciation to Sheikh Mohammed for patronising the march of excellence and innovation in Dubai, which was launched more than 20 years ago.

He added that the culture of business sector has developed not only in Dubai, but also in the UAE and  the international level, adding that the Business Excellence Awards have helped evolve a culture of excellence over the years while also prompting a steady rise in the number of applicants from the government and private sectors to participate in the award.

"The Department of Economic Development is constantly working on developing new standards for the Business Excellence Awards, to promote competition among businesses and organisations across various fields and vital sectors. The next phase of the awards will see many qualitative developments and additions, which will make it further important for businesses to participate and win," Al Qamzi said.

Sheikh Maktoum bin Mohammed also honoured the winners in the three categories of the Dubai Human Development Award. Dubai Ports World (DP World - UAE region) from the logistics sector received the Dubai Human Development Gold Award while Dubai Chamber of Commerce and Industry and the Islamic Affairs & Charitable Activities Department (both from the Government sector) received the Dubai Human Development Award. Jebel Ali Free Zone , and Dubai Silicon Oasis Authority (both from Free Zones sector), Dubai Municipality, Ministry of Finance, Al Ain City Municipality, Fujairah Police GHQ (all from Government sector), National Gas Shipping Company, Abu Dhabi National Tanker Co. (both from Transportation sector), Drydocks World & Maritime World - Dubai (Manufacturing), Scientechnic (Trade) and Al Ain Hospital- SEHA (Healthcare) were the winners of the Dubai Human Development Appreciation Award.

Sheikh Ahmed bin Mohammed bin Rashid honoured 16 Best Service Performance Brands recognised under the Dubai Service Excellence Scheme. Optx 2020 (Opticals), Le Chateau (Clothing), Samsonite (General Retail), Al Rostamani International Exchange (Money Exchange Services), Pure Gold Jewellers (Jewellery), Majid Al Futtaim Finance - Prepaid Cards (Contact Centre), aafaq Islamic Finance (Services), India Palace Restaurant (Restaurant), Barista (Cafe), Arabian Automobiles Company - Renault (Automobile Showroom), Marina Home Interiors (Furniture), Skechers (Footwear), dnata Travel (Travel Services), Eros Group (Electronics), Aster Pharmacy Group - Aster (Pharmacy), Commercial Bank of Dubai (Retail Banking Services) were the brands honoured.

Later, Sheikh Mohammed along with Sheikh Maktoum, Sheikh Ahmed and Sami Al Qamzi posed for photos with those honoured. Sheikh Mohammed honoured all the winning entities.

He also expressed satisfaction at the increasing number of the participants year after year which emphasises the importance of encouragement to strengthen excellence, innovation and quality concepts.

Sheikh Mohammed praised the DED which works to develop awards programmes now covering most sectors in the country, in addition to the participation of a large segment of government departments and companies, as well as individuals.

Decree on donations

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, has issued a Decree in his capacity as Ruler of Dubai, on organising fundraising and charitable donations in the Emirate of Dubai.

Decree No. 09 of 2015 aims to encourage community members to donate moneys, to control and audit the moneys collected through fundraising, and to ensure such moneys reach their acquired title. The Decree defined donations as the act of virtue by which the owner voluntarily transfers the title and possession from himself to another without any consideration for the purpose of charitable work and includes Zakat and alms.

Pursuant to the Decree, it is strictly prohibited to collect donations, permit collecting donations or advertising of fundraising campaigns through all forms of media without obtaining a prior written approval from the Islamic Affairs and Charitable Activities Department with exception for charitable fundraising campaigns launched by His Highness the President, His Highness the Vice President, Their Highnesses Members of the Supreme Council, Their Highnesses the Crown Princes and Their Highnesses the Deputy Rulers, in addition to donations collected by government entities conditionally that such act is carried out in coordination with the Islamic Affairs and Charitable Activities Department.

The Decree also prescribed the authorities delegated to the Islamic Affairs and Charitable Activities Department, to include: encouraging community members to donate, revising and approving fundraising requests, monitoring and overseeing fundraising activities in the Emirate of Dubai, auditing raised funds and confiscation and disposition of any funds or moneys raised in variance with the Decree and its subsequent policies and procedures.

Any violation of the Decree is subject to the infliction of two months to one year imprisonment and a fine of Dh5,000 to Dh100,000, or one of the defined penalties as the court may deem fit.

Employees of the Islamic Affairs and Charitable Activities Department, named by a resolution issued by the Director-General, reserve the right to act as judicial officers and may accordingly investigate and document any violations of this Decree in coordination with any authorised entity, including the police.

This Decree overwrites and annuls any other legislation that contradicts or conflicts with it. This Decree is to be published in the Official Gazette, and considered active from the date of publication.
