Mohammed issues decision on IT security

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE and Ruler of Dubai, has issued Cabinet Decision No. 21 of 2013 on Information Technology (IT) security regulations at federal government entities.

The decision aims to enhance the concept of IT security among employees and adherence to guidelines set by IT departments at federal government entities. It also seeks to broadly define procedures to be adopted by IT professionals at such entities to guarantee a safe working environment.

The regulations also provide a legal framework for federal government entities to guarantee the safety of IT infrastructure and data through enhanced protection levels that act as defence mechanisms in case of accidents or cyber attacks that can cause disruption.

Additionally, the decision requires IT departments at federal government entities to take all precautions to guarantee the safety of their data and IT assets and the continuity of service. For example, high encryption algorithms are to be used when dealing with confidential data.

The Telecommunications Regulatory Authority (TRA) is mandated with the distribution of the complete decision regulations and guidelines to all federal government entities. The decision is effective after 90 days of its publication date in the official gazette.

Mohammed issues decision on Ministry of International Cooperation and Development’s organisational structure

In his capacity as the Ruler of Dubai, UAE Vice President and Prime Minister His Highness Sheikh Mohammed bin Rashid Al Maktoum has issued a Cabinet decision No.20 of 2013 on the Ministry of International Cooperation and Development’s organisational structure.

As per the decision, published in the Official Gazette, the organisational structure will constitute of a Minister under whom come five organisational units: the Minister Office, the Minister advisers, office of internal audit and the department of communication and international relations.

The Minister’s office will be tasked with providing administrative support, supervising, coordinating and following up maters put forward to the minister. The decision also stipulates that the Undersecretary office will have five organisational units attached to it as follows: the Ministry’s sub-offices, institutional development department, Assistant Undersecretary for International Cooperation and Assistant Undersecretary for Support Services.

As per the decision, the Undersecretary office will be tasked with providing the administrative and services support, coordinating and pursuing all matters related to the Undersecretary’s work.

The decision also states that under the Assistant Undersecretary for International Development come three departments: policy and strategy development department, support coordination department and control and evaluation department; whereas under the Assistant Undersecretary for International Cooperation come two departments: multilateral companies management and international affairs managements and development programs. The Assistant Undersecretary for Support Services will oversee four departments: the Human Resources Department, the Administrative and Finance Department, Information Technology Department and the Legal Affairs Department.

The Minister shall issue the necessary decisions to implement the same. He may establish or create or amend the organisational units of the departments mentioned herein, determine the terms of reference in accordance with the procedures followed in this regard. The organisational structure may not be amended unless approved by the Council of Ministers and in accordance with procedures followed in this regard.

Mohammed issues decision on the General Secretariat of the Cabinet’s office of legal affairs

In his capacity as the Ruler of Dubai, UAE Vice President and Prime Minister His Highness Sheikh Mohammed bin Rashid Al Maktoum has issued a Cabinet decision No.23 of 2013 setting up an office for legal affairs at the General Secretariat of the Cabinet at the Ministry for Cabinet Affairs.
The legal office will be tasked with providing legal support to the Cabinet, developing legal services at the federal government and improving the efficiency of law departments at ministries and federal entities.

Article (4) of the decision, published in the Official Gazette, determines the terms of reference of the legal office, the main of which are to study draft laws; interpret memoranda and federal decrees and provide legal support and counselling on them; review regulatory and executive laws issued and finalized by the Cabinet; support ministries and federal entities in developing federal legislations; document and maintain laws, federal decrees and Cabinet decisions in a database; monitor the implementation of legislations by ministries and federal entities and preparing a periodical report thereon to the Council of Ministers and the Prime Minister; in addition to represent the Council of Ministers and the Ministerial Council for Services and the General Secretariat of the Council of Ministers before the judicial authorities and the conciliation and arbitration centers in all proceedings filed by or brought against them.
