Mohammed issues decree on panel assigned to settle Abed Al Boom case

Vice President and Prime Minister of UAE and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as Ruler of Dubai, has issued Decree No. 30 for 2013, partially amending Decree No. 34 for 2009, regarding the formation of the Special Judicial Committee assigned to settle the Abed Al Boom financial status.

Article 04 of the new decree states that: "creditors and investors that submit their claims and petitions to the Committee after 31st of December 2013 do not benefit from the settlement; without prejudice to their rights, and they may claim their monies from any further settlements."

 Additionally, the Judicial Committee called all creditors, whether corporate legal or individual legal, that had not submitted their claims and petitions, or those who did not complete their documentation, to submit their claims, petitions and supporting documents to the Committee before 31st of December 2013.

Pursuant to the Decree, the Special Judicial Committee is not liable to accept any claims or documents after the above mentioned date.

The Committee elaborates to say that those who fail to submit their claims prior to the above mentioned date will not benefit from this settlement, and they may file a criminal report with reference to the penal action.

Dubai Appeal Court and Chairman of the Judicial Committee, Judge Saeed Hilal Al Zabbi, asserted that the decree amendment authorised the Committee to determine the debtor’s international assets, run settlements and distribute the liquidised monies to the creditors and investors whose claims had been endorsed by the Committee.

Judge Al Zabbi also clarified that binding the debtor to deposit all his monies in the Committee’s account by a certain deadline, and defining 31st of December 2013 as the last date to accept creditors and investors’ claims, will enable the Committee to adhere to the time limitation stated in the Decree.

Mohammed orders participation of all segments in Ministerial Session on innovation

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of UAE and Ruler of Dubai, has given orders that representatives of teachers, doctors, nurses, students and parents should be involved in the coming Ministerial Session, being held on his instructions to discuss new ideas and innovative solutions for the development of health and education sectors in the country.

Sheikh Mohammed said UAE government will be having a cabinet retreat that will be dedicated to further develop the health and education sectors.

Sheikh Mohammed said yesterday on his Twitter account that the team had received a lot of exciting ideas and he wanted the Cabinet to discuss these ideas with teachers, school administrators, doctors, nurses, administrators and representatives of students and parents, because those in the field are the closest to the actual situation and are best suited to judge the ideas put forward.

He said that what has been described as the world's largest brainstorming session was an experiment that expresses our faith in dialogue, the exchange of ideas and the sharing of thoughts in order to develop solutions. He expressed his admiration at the scale of the interaction that was taking place and at the excellence of the ideas received. This, he said, was evidence of the uniqueness of the UAE people in coming up with innovative and creative solutions for development in all fields.

The Vice President called on Emiratis to participate in the brainstorming session on the development of health and education in the UAE, and, through Twitter, has urged all citizens and residents to put forward their creative ideas, via www.uaepm.ae or through Twitter or by sending videos to the email address: brainstorming@uaepm.ae

He added that the Cabinet will hold a two-day special session next week to discuss innovative ideas about the two sectors, through the establishment of  a "Government Innovative Laboratory" in which all the federal ministers will take part. The session will produce resolutions on how to overhaul the health and education sectors.

A specialised panel will analyse the proposals and submit them to the Cabinet to discuss them during the session. The proposals endorsed by the Cabinet will be announced immediately after the session.

Mohammed bin Rashid receives GCC Secretary-General

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, received Dr. Abdul Latif bin Rashid Al-Zayani, Secretary-General of the Cooperation Council for the Arab States of the Gulf (GCC) at his rest house in Al Marmoum area this evening.

At the meeting, the two sides discussed issues relating to the Gulf region and GCC's efforts to advance its integration and development to higher levels and wider avenues to achieve the aspirations of the leaders and the peoples of GCC member states at all levels.

His Highness Sheikh Mohammed bin Rashid Al Maktoum and the GCC chief also discussed preparations for, and the agenda of the forthcoming Summit of the Supreme Council of the Cooperation Council for the Arab States of the Gulf (GCC Summit) scheduled on December 10th and 11th in Kuwait.

The meeting was attended by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum,  Mohammed bin Abdullah Al Gargawi, Minister for Cabinet Affairs, Dr. Anwar bin Mohammed Gargash, Minister of State for Foreign Affairs, Mohammed Ibrahim Al Shibani, Director of Dubai Ruler's Court, Lieutenant General Dahi Khalfan Tamim, Deputy Chairman of Police and General Security, and Khalifa Saeed Sulaiman, Director-General of Dubai Protocol and Hospitality.
