Mohammed issues decree regarding e-Dirham G2

UAE Vice President, Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum issued Cabinet Decision No.2 of 2012 concerning service fees of the second generation of e-Dirham (e-Dirham G2).

As per the Cabinet decision, published in the latest issue of the official gazette, the Ministry of Finance shall collect e-Dirham G2 service fees in return for advertising and promotion campaigns disseminated through e-Dirham G2 system channels. The Minister of Finance will issue a decision in this regard.

The Cabinet decision exempts all philanthropic entities, associations and establishments licensed to collect donations within the UAE from the aforementioned service fees provided that their revenues are collected only by means of endowment (waqf), zakat, philanthropic fundraising and donations.

Credits in Al Haslah Gold and Red e-Dirham G2 cards are to be transferred to the state treasury after three months of the cards’ expiration date. Credits in Al Haslah Blue, Silver and Green e-Dirham G2 cards are to be equally divided between the Ministry of Finance and the entity whose services were acquired by the ministry through contractual agreement.

The Cabinet decision authorises the Minister of Finance to issue a decision concerning the fees collected during the trial phase of e-Dirham G2 system and prior to the issuance of Cabinet Decision No.2 of 2012. The decision by the Minister of Finance shall define all related issues, procedures and steps necessary to implement Cabinet Decision No.2 of 2012.

The decision is effective from the date of publication in the official gazette.
