UAE traffic council proposes linking health records with driving license

The Federal Traffic Council (FTC) has recommended adopting a new legislative that links the health records of an individual with the traffic and licensing departments.

Similar to the Australian practice of linking medical files with the local driving and motor vehicles section, the FTC stressed such movement will provide crucial information concerning the health of motorists.

Al Bayan newspaper further reported the FTC as saying such a move would also would reveal the medical condition of drivers and warn concerned authorities of underlying health problems that could prevent them from continuity in driving; these could include conditions such as epilepsy or diabetes.

Meanwhile, Major General Saif Al Zafeen, Assistant Commander-in-Chief of the Dubai Police for Operations, added the council has also recommended the allocation of disability parking cards to the driver only.

He stated this card would be attached to the driving license and not the car, to curb the abuse of such cards in parking.

Al Zafeen further said the presence and absentia classification of traffic violations would no longer be in existence. He said such a decision has been taken to end confusion among public.

He stressed the imporance of not fining people in suspected absentia cases.

Recording a violation in the driver’s presence would mean traffic black points will now be applied to the car driver or the police man will be forced to report the name of the driver who was driving the car while he recording the offense in absentia.

However, regarding the possibility of error in recording the violation in absentia such as the violation of not to buckling the seat belt and talking on a mobile phone, Al Zafeen said that it is not permissible to fine people just based on suspicion; the policeman must make sure of the offense before issuing violation.
