His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has issued a law on the International City for Humanitarian Services.
The Law No. 1 for the year 2012, issued by Sheikh Mohammed in his capacity as Ruler of Dubai, includes 31 articles. The first article names this law as the Law on the International City for Humanitarian Services, while the second article is on definitions.
The third article is on the scope of application. The provisions of this law are applicable on the International City for Humanitarian Services under the law No.6 for the year 2007, referred to as a free zone, whose location, size and borders are specified according to the map attached, in addition to what is specified by the head of the authority of the city.
The International City for Humanitarian Services is a public institution with legal personality, financial autonomy and administrative capacity to achieve the goals of the city to promote the status of the Emirate of Dubai as a hub for emergency centre for humanitarian aid. The city will provide infrastructure for basic logistics facilities and services necessary for the humanitarian institutions to enable them achieve their purposes in all parts of the world from its location in the City.
The city will provide rapid and effective response to disasters and emergencies and provide relief efforts to those in need at the international level. It will create a conducive environment to support the humanitarian activities.
The law specifies the terms of reference of the authority of the city, and sets the rules and regulations necessary for the humanitarian services and commercial activities in the International City for Humanitarian Services, and the licensing of institutions, humanitarian services and businesses in the city and the identification.
It classifies and specifies humanitarian services and commercial activities that may be exercised within the City to develop and update them in accordance to the needs of humanitarian action at the global level.
