Dubai Municipality inspector in bribery case

28-year-old MAM, Emirati, a Dubai Municipality inspector, is accused of accepting a bribe of Dh5,000 for not fining a shop, the Dubai Criminal Court heard.

MJM, 42, Pakistani, mechanic, is accused of offering a public servant a bribe of Dh3,000 against not issuing him a fine for additions to the garage’s premises without obtaining permission of the municipality.

Corporal Ahmad Ghlum testified that on April 19 the police received a notification from Omar Al Mutawa, head of the building sections of Dubai Municipality, about MAM exploiting his position and blackmailing shop owners who had made additions to their premises without obtaining a licence from the section.

Al Mutawa also informed the police that MAM is asking for bribes from shop owners for not fining them for violations of rules. “I checked the authenticity of the compliant in coordination with the section head. I found out that MAM visited shops in Rak Al Khor area which was not within his area of authority. I checked with shop owners and the information proved correct.
“MJM informed the section head that the inspector MAM had asked him for Dh3,000 against not issuing him a Dh30,000 fine for additions he made to his garage. MJM paid him the amount. In coordination with other shops in the area, police arrested MAM red handed while receiving Dh2,000.

“We confiscated another Dh3,000 which MAM confessed to be a bribe. During the arrest some other shop owners gathered and confirmed that MAM had visited them earlier seeking  bribes. When confronted, MAM admitted to receiving bribes from 11 other shops,” he testified adding that MJM had notified officials at Dubai Municipality before arresting the accused.

The records showed that the accused also issued the municipality’s approval for Dh5,000.

The court adjourned the case to March 5.
