Man ends term but in jail over Dh2m blood money

A Pakistani bus driver who killed 10 people in an accident could spend all his life in jail for failing to pay Dh2 million diya (blood money) although he ended his prison term, a newspaper said on Sunday.

Hamayoun Al Rahman, 30, was sentenced to three years in jail in 2005 and is still locked up as he must pay diya before he is released.

Relatives of the 10 victims insist on diya payment of Dh200,000 each and the inmate appears to be unable to contact them in a bid to persuade them to drop their demands as he cannot afford the sum.

“Rahman ended his jail term more than three years but he will remain in prison until he is able to sort the diya,” the Sharjah-based Arabic language daily Al Khaleej said, quoting Latifa bint Khadem, head of the human care section at the punitive and rehabilitation department in Dubai.

“This is a court decision…the problem he does not have money and he is unable to communicate with the victims’ relatives.”

Under Islamic law, a killer can escape execution and walk free if pardoned by the victim’s family in return for blood money, which is set at Dh200,000 in the UAE.
