Shanghai authorities have arrested nine people in an investigation into why a nearly finished 13-story apartment building collapsed.

The building toppled over almost intact Saturday morning, killing one worker and shocking home buyers who were preparing to move in.

Reports on the city government’s website said nine employees of the real estate developer, the contractor and the supervisor for the project had been put “under control” and the developer’s bank account was frozen, as buyers demanded their money back.

The collapse has prompted the city to order safety checks at other construction sites.
