Hamdan poised to ensure Dubai strategy’s success

The life of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai Crown Prince, since being appointed as Head of the Dubai Executive Council in September 2006, is full of achievements in all fields. These include making policies, laws and systems and drawing up strategic plans that enhance Dubai’s economic and social levels, maintain society and provide its people with quality life that suits the international reputation of Dubai.

 

Success attained by the Dubai Executive Council since September 2006 enabled Dubai Government to move steadily and confidently to translate Dubai Strategic Plan 2015, which was launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, on February 7, 2007.

 

Sheikh Hamdan is keen to attain utmost benefit from the guidance of his father Sheikh Mohammed and follow his instructions.

 

When Sheikh Hamdan mentions his beginnings in government work, he remembers the great sense of responsibility that he personally felt when he realised what is required in working on five axis simultaneously – economic development, social development, infrastructure, land, environment, security, justice, safety and government distinction.

 

But today, Sheikh Hamdan seems to be comfortable due to the success achieved by Dubai Strategic Plan. He confirms that work is going on the right track and all requirements of the strategy will be achieved on time.

 

On the government excellence issue, he says: “Although government excellence is one of the main five axis of the Strategic Plan, it comes first in terms of importance. My father’s vision is that Dubai Government, through its different authorities and establishments, should be international, renewed, ambitious, pioneering and a forerunner in the implementation of modern concepts in management and government excellence and adoption of principles  of transparency and justice without being shy of evaluation and criticism just like any other firm that seeks success and excellence.”

 

He adds: “When the Strategic Plan made the mission of comprehensive and sustainable development its main goal, we got on the right track in the march for government excellence. This confirms the appropriate vision of the wise leadership of Sheikh Mohammed who launched the Dubai Government Excellence Programme in 1998. This year, we celebrate the 10th anniversary of the programme’s launch.

 

“The year 2008 will be the year of celebrating government excellence in Dubai. It will witness many initiatives and government projects that will enhance the performance of the government and its employees to provide the best results and services.”

 

Sheikh Hamdan praised the huge response and notable commitment shown by all government departments and establishments to the requirements of government excellence and Dubai Strategic Plan 2015 in general. He lauded the private sector’s interaction with the strategy and formulation of future plans in line with the emirate’s general strategic plan. 

 

“The integration between the leadership’s aspirations and work plans of government and private bodies in Dubai is the success secret of the emirate and one of its most remarkable factors of excellence and achievements that precedes expected timeframes.”

 

Sheikh Hamdan adds: “The journey to excellence is intervened by many stops to evaluate what we passed through, benefit from our mistakes and build ambitious development programmes and plans on our achievements. Our plans in the field of government excellence depend on a number of main bases and principles. The first of which is the consolidation of future vision, insertion of strategic thinking approach, achievement of effective government management that is characterised by innovation and initiative, utmost use of available resources, balanced and objective evaluation, strengthening of justice culture, questioning and transparency and investment in human capital.”

 

Sheikh Hamdan expressed his satisfaction with the development that the country has achieved and its vision for the improvement and activation of human capital. “I am very proud of the vision and wisdom of our leadership, which is represented by the President His Highness Sheikh Khalifa bin Zayed Al Nahyan, Ruler of Abu Dhabi, and my father. I am proud of what the UAE is doing for its national males and females who receive education and knowledge in the world’s best establishments. There is a real increase at the management, economic, political and social levels.”

 

He adds that Dubai’s success in teaming up with respectable research establishments and universities as a full partner is one of the many achievements attributed to Sheikh Mohammed, who was the first to realise that the main factor of success is human, not machines or money.

 

He reveals: “If all what is achieved forms only five per cent of my father’s vision, there are big responsibilities waiting for me and all people working in the government in order to achieve the remaining 95 per cent.”

 

Sheikh Hamdan clarifies that in each government establishment, there are young people ready to work and be productive. But they are waiting for a suitable opportunity. “I promise to grant them that opportunity. We are today in need for every individual who is able to work and be productive.”
