Mohammed urges focus on national plan

The Vice-President attended part of the Dubai Executive Council meeting yesterday and encouraged members to focus on the government’s strategy of preparing UAE nationals to become the country’s future leaders.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, spoke at the meeting chaired at Emirates Towers by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai Crown Prince and Head of the Dubai Executive Council.

Sheikh Mohammed urged the council to accelerate implementation of the Dubai Government’s plan to equip the next generation with the preparation, training and qualifications to take charge in the public and private sectors. Social services, healthcare, housing, education and cultural facilities were also on the agenda and members reviewed plans to develop social sectors in line with the Dubai Strategic Plan 2015. The review also covered the organisational frameworks and procedures through which institutions will work to extend the various services, in addition to their other responsibilities.

Members focused on licencing procedures and the enactment of new laws that will be necessary for the provision of quality services that meet the needs of all sectors of the multinational society.

The council stressed the need to improve the level of co-ordination between the government bodies developing the social plan and the social development committee of the council.

Also highlighted was the importance of continued co-operation with other local and federal bodies, including the Ministry of Social Affairs on legislation related to this sector and proposals for new policies.The council moved on to discuss the report by Dubai Land Department on the real estate market in 2007. The report said last year’s land transactions reached Dh175.6 billion, and most of the sales occurred around Jadaf, Sheikh Zayed Road, Dubai Marina, Barsha, Midriff, Palm Jumeirah, Emirates Hills and Al Warsan.

In its report, the Land Department recommended that real estate developers speed up the registrations of all real estate transactions thorough the department’s systems, including the preliminary registration system and that of personal real estate rights.

Near the end of the meeting, the Council General Secretariat briefed members on the new performance management system of the government human resource departments – saying that is one of the latest systems on the market globally.

 

Sheikh Hamdan instructed the authorities to start rolling out the system at government department level to achieve the government’s goals and its aspirations to lead the sector towards finding and encouraging a culture of performance among employees, managers and government administrations. The council was also briefed on developments in human resources, including the adoption of a worldwide mechanism to assess job vacancies and link them to the labour market.

The government is compiling a study to compare government salaries with those of the private sector and its results are expected soon. The study is in line with the human resources law, which urges the council to upgrade salary categories through an annual review.

Funds for students

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has ordered the redoubling of the monthly allowance of UAE student pursuing studies in Arab and other universities. The decision follows the directives by The President, His Highness Sheikh Khalifa bin Zayed Al Nahyan, Ruler of Abu Dhabi. Minister of State for Cabinet Affairs Mohammed Abdullah Al Gergawi said the allowance increase will be effective immediately, and that the departments concerned will dispense the new allowance as of the beginning of next month.

 

Gergawi said the move is in line with the rise in the cost of living and it aims to secure students’ decent life.
