'First step in a long journey filled with challenges'

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, unveiled the second round of the Federal Government Strategy 2011-2013 yesterday.

This came during a workshop organised by the government's working group.

Sheikh Mohammed attended a presentation on the definition of the strategy and vision, which are the basis of the foundation that will help achieve the UAE's vision through to the year 2021. It consists of seven general principles, seven priorities and the same strategic potentials focusing on key areas of government.

The strategy's top priority is to provide the highest levels of prosperity and a decent life for citizens by upgrading the education and healthcare systems and focus on social development and the improvement of governmental services to enhance the UAE's stature in the world.

The new priorities call for building a coherent community whose identity is derived from the strength of the UAE family cohesion, establishing a world-class learning system based on development of knowledge and skills of students, upgrading the healthcare sector at par with best international standards, building a knowledge-based economy that will maintain the UAE's trade standing regionally and internationally, entrenching a fair justice system, and creating a sustainable environment and integrated infrastructure that preserves natural resources and reduces pollution, and retains the country's positive image on the world stage.

Among the top government enablers are the development of human resources, delivery of excellent government services, sound financial management, enhancement of transparency in financial systems, and promotion of culture of corporate governance.

These top government enablers also include boosting the inter-government interactive network, bolstering inter-government strategic partnerships, enacting viable legislations and integrated policies, improving quality of data and statistics, encouraging effective government communications by making the government's presence and credibility felt widely and developing a unified corporate identity.

Sheikh Mohammed considered the workshop as a first step in a long working journey fraught with challenges and urged everybody to face them with determination and strong will so as to achieve the aspired goals. He said that a leader should be able to lead in any field of work. He said that we are united in vision, ambition and goal and our priority is the citizen who constitutes the backbone of our government strategy and is the prime concern of the wise leadership spearheaded by the President His Highness Sheikh Khalifa bin Zayed Al Nahyan, Ruler of Abu Dhabi.

Sheikh Mohammed said that the strategy forms the strongest stepping stone for building UAE Vision 2021, and called on all forces of the community to engage in this partnership under a responsible government conscious of its duties and their implementation with flexibility and credibility.

The workshop was attended by Mohammed Abdullah Al Gergawi, Minister for Cabinet Affairs, and about 180 young government leaders. (Wam)

The website defines the agenda of the portal as "United in ambition and determination" and "We want to be among the best countries in the world by 2021".

The preface, written by Sheikh Mohammed, begins by thanking the forefathers for their contribution in building the nation. Then he states the vision's aims, which is the next stage of the journey leading up to 2021. He concludes with his views on future empowerment and challenges.

Sheikh Mohammed also voices his most popular statement, saying "The word impossible is not in leaders' dictionaries. No matter how big the challenges, strong faith, determination and resolve will overcome them."

The new portal summarises the vision as "in a strong and safe union, knowledgeable and innovative Emiratis will confidently build a competitive and resilient economy. They will thrive as a cohesive society bonded to its identity, and enjoy the highest standards of living within a nurturing and sustainable economy".

The website categorically handles four major segments and a number of sub-segments that define the forward growth of the Emirates. The segments are:
