Ministries asked to sign job contracts by Nov. 30

The Federal Authority for Government Human Resources (FAHR) has asked federal ministries, entities and authorities to conclude contracts with their national and non-national employees currently in employment no later than November 30.

A FAHR circular said the move aims to clarify the relation between the employee and the entity he/she works for, specifying the employee's privileges, rights, obligations and duties, and facilitating organisational relationship between the employee and HR departments in various organisations.

A follow-up conducted by the Federal Authority for Government Human Resources revealed that many federal ministries and entities did not sign contracts with their employees at all levels as per the deadlines specified in the authority's previous circular.

Accordingly, all HR departments in federal ministries and entities have been requested to take necessary action to ensure the following:

1. National employees currently in employment must sign the Existing Employment Relation Contract Form, annexed to the Executive Regulations, no later than November 30.

2. Newly appointed national employees must sign the Nationals' Employment Contract Form, annexed to the Executive Regulations, prior to commencement of work.

3. Non-national employees whose contracts have expired, or will expire during the current year 2012, must sign the forms annexed to the executive regulations.

4. HR departments in federal ministries and entities must enter all signed contract into the ‘Bayanati’ system according to the applicable procedures.

The authority will conduct regular follow-up to ensure that all employees of federal ministries and entities have signed and delivered their contracts, through monthly monitoring of the number of signed contracts downloaded into the ‘Bayanati’ system, and submitting periodic reports to the Ministerial Services Council.
