The Licensing Agency, Roads and  Transport Authority (RTA), has recently signed a strategic agreement in a form of a memorandum of understanding (MoU) with Jebel Ali Free Zone Authority (Jafza).

The agreement was signed in the context of the continuous endeavours of the two Dubai-based agencies to enhance their integration, coordination and cooperation towards realising the vision and strategy of Dubai.

The agreement signifies the attention of Jafza to master every support to serve the public interest, and underscores the vitality of the RTA as a strategic partner contributing to the support of the national economy and sustained development.

It also reflects the intention of the two parties to establish uniform communication channels towards issuing permits to individuals and businesses intending to practice transport activities (including the use of vehicles and motorbikes) within Jebel Ali Free Zone.

It also provides for opening of traffic files for employees sponsored by Jafza to enable them to obtain driving licences and register vehicles in their names as well as the names of entities licensed by Jafza; which qualifies them to receive any service provided by the RTA to individuals or corporate entities.

The agreement was signed on behalf of the RTA by the CEO of Licensing Agency, Ahmed Hashim Bahrozyan, and on behalf of Jafza by its CEO Salma Ali Saif bin Hareb. Bahrozyan expressed his delight with the signing of the agreement with one of the key economic entities in Dubai, adding that RTA would work through this agreement with Jafza to achieve a number of common goals and objectives in keeping with the high standing of Dubai as a premier economic and business centre in the region.

RTA will issue no-objection certificates to investors who obtain a commercial name for practicing transport activities after completing all the required formalities, where they can then complete the applicable licensing procedures and submit the initial endorsement obtained from Jafza.

According to the agreement, RTA will collect the fees of issuing the NOCs, accept NOCs issued to those sponsored by Jafza with regard to the opening of traffic files and issuing driving licenses as per RTA applicable procedures, accept NOCs issued by Jafza in respect of its sponsored individuals with regard to registering or renewing registration of vehicles in their names as per RTA applicable procedures, and accept NOCs issued by Jafza for companies licensed under the free zone system for registering, renewing registration or transferring the ownership of vehicles in the name of companies as per RTA applicable procedures.

“RTA is committed not to open a traffic file, register or renew registration of a vehicle or transfer its ownership unless the required NOC is obtained," said Bahrozyan.

For her part, Salma Ali Saif bin Hareb said the signing of this agreement is an important step towards establishing a strategic partnership with the RTA, and enhancing the existing relationships between the two parties towards upgrading the mechanism of processing vehicles and drivers licensing transactions under the responsibilities of both parties.

She added that the agreement would strengthen several aspects to both parties such as the sharing of all sorts of knowledge, and improving inspectors work procedures to boost security and safety in addition to other important aspects.
