Energy Ministry structure approved

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has issued Cabinet decision No.23 for 2014 approving the organizational structure of the Ministry of Energy.

Pursuant to the decision, the minister of energy is to oversee ministry-related activities, such as setting up the ministry’s general policies and strategies and approving the ministry’s strategic plan and executive programs as well as representing the ministry at public and private bodies inside the UAE and abroad.

Further, the minister shall supervise the work flow at the ministry, approve decisions related to the ministry’s work, oversee the preparation of the drafts of budget and account’s closing statements as well as propose laws decrees and regulations.

According to article (4) of the decision a number of organizational units will report to the minister such as the minister’s office, minister’s advisers, internal audit bureau and undersecretary of the ministry.

The decision also set out the tasks to be carried by the undersecretary of the ministry. These tasks shall include participating in drafting the ministry’s policies and strategic plans, representing the ministry inside and outside the UAE, proposing regulations and procedures for improving performance and following up with the preparation of the drafts of the annual budget and closing statement of account of the ministry and submitting the same to the minister. He shall also partake in proposing required draft laws, decrees, decisions and regulations related to the ministry and submitting regular reports to the minister.

As per the decision, a number of organizational units shall report to the undersecretary of the ministry such as the undersecretary office, legal affairs office, emergency and crises department, corporate development department and government communication department.

The decision stipulates that amendments may not be made to the organizational structure unless approved by the Cabinet and in accordance with the procedure followed. The decision published in the Official Gazette shall be effective from the day following its issuance.
