Hopes are pinned on people: Mohammed

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has underlined that social development is a fundamental focal point in the comprehensive development process in line with UAE Vision 2021.

"The directives of the President His Highness Sheikh Khalifa bin Zayed Al Nahyan are inspirational and clear for achieving integrated social development that includes all categories of the community, taking into account requirements of each category," said Sheikh Mohammed, adding that "services are provided to Emirati citizens to qualify them to discharge their effective role in achieving prosperity."

Sheikh Mohammed made the remarkson Tuesday while attending a session of government innovative laboratory, organised by the Ministry of Social Affairs at Marriott La Marquis Hotel in Dubai.

He was accompanied by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Mohammed Abdullah Al Gergawi, Minister of Cabinet Affairs, Mariam bint Mohammed Khalfan Al Roumi and Khalifa Saeed Suleiman, Director-General of the Department of Protocols and Hospitality in Dubai.

The Vice-President said the implanting of social development culture "is an important index for progress and prosperity. Achieving this requires work methodology that keeps pace with future requirements so as to enable all societal categories become more effective." He added that hopes are pinned on human resources to achieve aspirations and boost social services, being top priorities of national work strategy.

Sheikh Mohammed underscored that the family is a nucleus of society and the secret behind its success, adding that the provision of decent living conditions to citizens ensures societal stability. He commended the efforts, awareness and contribution of the productive families to the development process, calling for provision of all forms of support to them to sustain their role in development.

He noted that Emiratis are the core of nation-building, stressing the need for developing child capacity in early stages. "Genuine investment in early childhood is fundamental to the countries."

Sheikh Mohammed said  childcare in the UAE is inseparable from its human rights perspectives, including men, women, youth children, workers, disabled people and others.

He called on participants in the laboratory to adopt innovative ideas in delivery of social services and modern programmes that ensure stability of Emirati families through provision of decent living conditions to all family members.

Earlier, Sheikh Mohammed bin Rashid issued  directives to introduce the experience of "The Government Innovative Laboratory" at all federal institutions to further develop public services.  

Sheikh Mohammed issues decree setting up higher Legislation Committee in Dubai

In his capacity as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE, has issued a decree establishing the Higher Legislation Committee in Dubai. The committee will report directly to the chairman of the Dubai Executive Council.

Under the decree, the duties and jurisdiction of the Dubai Government s Legal Affairs Department will be transferred to the committee.

The Legal Affairs Department will have to provide the committee with all the duties and responsibilities stipulated in this decree within a period of no more than three months.

The committee will be the only body responsible for all matters concerning legislation in the emirate of Dubai.

It will be responsible for drafting and reviewing local legislation and making the necessary suggestions and recommendations for updating legislation from time to time.

It will issue legal fatwas and provide legal advice to government bodies.

The committee will submit regular reports to the Chairman of Dubai Executive Council.

The decree will be effective from the date of issuance and will be published in the official Gazette.
