Mohammed bin Rashid meets Mohamed

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, met on Monday at the Presidential Palace in Abu Dhabi with General Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces.

They discussed the progress being made in the drive for comprehensive development and for realizing the UAE Vision 2021.

The meeting was attended by Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior; Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs; Foreign Minister Sheikh Abdullah bin Zayed Al Nahyan; Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Culture, Youth and Community Development; Sheikh Hamdan bin Mubarak Al Nahyan, Minister of Higher Education and Scientific Research; Mohammed bin Abdullah Al Gargawi, Minister for Cabinet Affairs and Mohammed Mubarak Al Mazroeui, Under Secretary of the Abu Dhabi Crown Prince's Court.
 

Humanitarian work top priority: Mohammed

Coordination and regulation of humanitarian work within the UAE and overseas comes at the top of government priorities, said His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai.

"We are keen on organising humanitarian and charitable work inside and outside the state... and this is part of our government's approach and we want it to be well established over the years," Sheikh Mohammed said while chairing the Federal Cabinet meeting at the Presidential Palace today. 

Highly valuing the UAE's longstanding culture of giving and charity, Sheikh Mohamed said, "We are living in a state of humanity and we are keen on delivering aid and relief to whomsoever is in need of them."

The cabinet approved the formation of the UAE Committee on Coordination of Foreign Aid under the chairmanship of Sheikha Lubna bint Khalid Al Qasimi, Minister of Development and International Co-operation. The committee will concentrate on coordinating the UAE's humanitarian response towards crises and emergencies abroad, follow up all pledges and commitments made by the UAE towards humanitarian disasters, and select local and international partners to coordinate the UAE's response to humanitarian crises and allocate funding in that respect.

The cabinet also gave a nod for the creation of the Council for Coordination of Higher Education and Scientific Research to deliver the UAE's vision for the high quality higher education sector. The new body will coordinate official strategic plans of public and private higher education institutions, and promote collaborative initiatives between public and private higher education providers and the Ministry of Higher Education and Scientific Research. It will study and recommend initiatives, projects and plans for development of the sector.

The cabinet also endorsed the consolidated structure for federal government accounts. Through this system, which adopts the latest international practices, the Federal Government can issue different kinds of financial statements and performance reports.

The cabinet approved the setting up of a committee to develop the subject of civic duty and citizenship. The move reflects the importance of the subject in promoting and instilling principles of patriotism and values of citizenship. It will be chaired by Jamal bin Huwereb.

The cabinet gave its green light for drafting a federal law on welfare of the elderly as part of the leadership's keenness to enhance social and familial solidarity bonds. The proposed law will protect the rights of senior citizens and deliver essential care and other services and benefits to them.

A bilateral agreement between the UAE and the Netherlands on promotion and protection of investment was also endorsed during the cabinet meeting.

A protocol between the governments of the UAE and Greece to amend the signed agreement on avoidance of double taxation and prevention of fiscal evasion on taxes, income and capital was also approved.

Mohammed attends signing of MoU for empowerment of students

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, attended in Abu Dhabi on Monday the signing of a Memorandum of Understanding (MoU) at Presidential Palace between the Court of Deputy Prime Minister, Minister of Interior and the Ministry of Education, to boost the objectives of the Khalifa Student Empowerment Programme.

Among others present were Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior, Sheikh Abdullah bin Zayed Al Nahyan, Foreign Minister and  Mohammed bin Abdullah Al Gargawi, Minister for Cabinet Affairs.

Lt. General Saif Al Sha'far, Under-Secretary of the Ministry of Interior and Marwan Saleh Al Sawaleh, Under-Secretary of the Ministry of Education signed the MoU.

In accordance with the MoU, the first party (Ministry of Interior) will provide the second party with work plan of the Khalifa Student Empowerment Programme during the academic year, as well as training, rehabilitating and introducing coordinators and those in charge to the work mechanisms of the programme. The two parties will agree to design methodology of the programme.

Meanwhile, the second party (Ministry of Education) will include topics of the programme in the school curricula in line with the educational objectives and policies to empower students. It will also promote and market the activities of the Khalifa Student Empowerment Programme.

The Court of Deputy Prime Minister, Minister of Interior supervises over the the Khalifa Student Empowerment Programme. 

Mohammed receives copies of  the book ''The Social Leader" and "National Charter for Students' Awareness"

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, received on Monday at the Presidential Palace a copy of ''The Social Leader" book from Dr. Ibrahim Mohammed Al Dabal.

The book was co-authored by Dr. Al Dabal and Dr. Abdul Rahman Sharaf Mohammed.

The book focusses on youth issues, awareness and training them to deal with surrounding challenges through building their capacities and leadership skills. It also discusses the social roles of youth regarding their families and nation.

Sheikh Mohammed also received the copy of "National Charter for Students' Awareness" from Sheikha Khulood Al Qasimi, Director of the Department of Curriculum at the UAE Ministry of Education.

The charter is an integrated educational methodology compiled by about 50 federal and local institutions in accordance to national programmes with aim to empowering students educationally and socially.

Mohammed to honour winners of Emirates Government Service Excellence Award

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai , will attend on Wednesday May 14 the award-giving ceremony for the third cycle of Emirates Government Service Excellence Award.

The event will be organised at the Emirates Palace by the Sheikh Khalifa Government Excellence Programme (SKGEP). Sheikh Mohammed will honour the winners in the presence of a group of crown princes, sheikhs, ministers, dignitaries and more than 1000 senior officials representing the federal and local governments.

The Emirates Excellence Award is part of the Sheikh Khalifa Government Excellence Programme which was approved by Sheikh Mohammed in a drive to make the UAE government one of the best in the world.

The award's objectives fit well into Sheikh Mohammed's vision for upgrading  government work, improving performance, coordinating efforts, encouraging continued education, transferring and sharing expertise, working as one team working and promoting the culture of excellence so all government entities gear through one compass towards UAE Vision 2021.

The first of its kind at the federal level, the programme was designed to provide federal public institutions a road map to help them improve their performance, to support a healthy economy and to unify their management practice in a balanced holistic model.

The award is the highest ranking corporate excellence decoration and has five categories: the main category, which includes awards for entities, zones and departments based on the total number of excellence points; the sub-categories, which include awards for the entity, zone or department that achieves the highest results according to each excellence criterion; the Best Practice category, which covers creativity, performance management, information management, electronic excellence and government.
