The Federal Authority for Nuclear Regulation (FANR), the UAE's independent regulator for the nuclear sector, is seeking public comments on two draft regulatory guidelines.

The regulatory guidelines in question are the Content of Nuclear Facility Construction and Operating Licence Applications (001), which sets forth the authority's guidance for the content of the detailed information to be submitted by the licensee in support of an application for a licence to construct or to operate a nuclear facility, and the Content on the Application of Management Systems for Nuclear Facilities (002), which addresses the acceptable methods and guidance for implementing the requirements specified in "The Regulation for Management Systems for Nuclear Facilities" (01), and other related regulations.

The regulatory guides are developed to describe both the methods that are acceptable for implementing specific requirements in FANR regulations as well as the data needed for FANR to review the applications submitted by the Licensees and applicants.

In an earlier stage, both regulatory guides were made publicly available for comments and circulated to various local and federal government entities for their feedback. The draft regulatory guides are available for public comments for 30 days until 30 September 2010. All comments will be evaluated prior to finalising the regulatory guides. The final versions of these guides will be published on FANR's Official website https://www.fanr.gov.ae .

FANR's policy of operational transparency is underpinned by Federal Law No 6 of 2009, Regarding the Peaceful Uses of Nuclear Energy, which is why FANR recognises the importance of having these two draft regulations open to the public for comment.

Interested parties or members of the public who wish to make comments may request a copy of the two draft regulatory guides by sending an email to: regulation@fanr.gov.ae. Comments may be returned to FANR via the same email address.
