RTA issues 49,000 NOCs for jobs

The Roads and Transport Authority (RTA) revealed that it had issued 48,994 No Objection Certificates (NOCs) within the rail right-of-way during the period from November 2014 to April 2016. This is an indicator of efforts made towards achieving Peoples Happiness.

“The duty of the NOCs & Services Coordination Section, at Rail the Right-of-Way Department, is to carry out appropriate technical inspections by a team of engineers and specialists to ensure the protection of the rail facilities/infrastructure while processing transactions submitted by contractors, consultants and others. The Section sets out the conditions and stipulations that have to be adhered to in this regard by all applicants,” said Hussain Al Saffar, Director of Rail Right-Of-Way at RTA’s Rail Agency.

“The attention of the Rail Right-of-Way Department is focused on projects that have the potential of generating, during construction works, high risk levels that may impact the safety of nearby rail facilities. To address this, the Department enforces the implementation of RTA’s stipulations intended to mitigate the occurrence of such hazards through undertaking daily/24-hour inspections carried out on shift basis for the entire routes of the Red and Green Lines of the Metro as well as the Tram in Dubai. Inspections cover all works related to the rail right-of-way in respect of which NOCs had been issued to contractors to verify their compliance with RTA’s stipulations. The purpose of inspection tours also includes detecting and reporting breaches, if any, and taking legal measures as provided for in the Order number (5) for the year 2009 regulating railway works in the Emirate of Dubai,” explained Al Saffar.

“It is imperative for contractors & consultants to obtain NOCs from RTA Rail Agency before embarking on any works within the rail right-of-way in order to safeguard rail facilities and infrastructure,” concluded the Director of Rail Right-Of-Way, RTA’s Rail Agency,”
