Japan's former prime minister has criticized the operator of a tsunami-hit nuclear plant for concealing portions of newly released videos from last year's accident, including his own voice.

Naoto Kan led the emergency effort from Tokyo during the crisis at the Fukushima Dai-ichi plant after a tsunami critically damaged three reactors.

Two-thirds of the 150 hours of videos are without sound, including one showing Kan's visit to the Tokyo Electric Power Co.'s headquarters.

Kan said Monday he was trying to boost morale in what appeared to be an emotional and chastising speech.

Some faces and voices are also obscured in the videos.

TEPCO, now under state control, initially refused to release the videos but was ordered to do so.

TEPCO said they forgot to record the sound and denied any cover-up.
