Police arrest 'Black Madam' over buttock injections

Philadelphia police have arrested a transgender hip-hop artist known for injecting substances into the buttocks of other women to give them a curvier, more feminine appearance.

Padge Victoria Windslowe, 42, was charged with aggravated assault, deceptive business practices and related offenses after a 23 year-old exotic dancer was hospitalized following a procedure in February.

She was arrested late Wednesday outside of what police say was a "pumping party" being held by customers waiting in a house for silicone injections and is being held on $10 million bail.

Police are not sure what substance Windslowe used to enhance her customer's buttocks. They believe it is silicone, but say that in some cases the injection sites were sealed with super glue.

Windslowe, also known as the "Black Madam," is known for her goth-inspired hip-hop videos. She also is a person of interest in the case of British student, Claudia Seye Aderotimi, who died after receiving a butt injection in Feburary 2011.

In that incident, police say the substance injected into Aderotimi entered a vein, according to police documents.

Windslowe has not been charged in that case, but may be if a medical examiner determines that the injection killed Aderotimi.

"What we believe happened is the same thing that happened in a previous case... the injection struck a blood vessel," Philadelphia police Lieutenant John Walker told Philadelphia television station WCAU.

"Whatever the stuff is -- we believe it's silicone -- went into the blood stream, landed into her lungs and caused shortness of breath."

The woman in that incident paid as much as $1,800 per treatment, according to court documents. Windslowe was required to surrender her passport before a court appearance on March 13.
