The Dubai Police Future Foresight Centre has released the third edition of its Future Opportunities Report, which analyses 100 emerging opportunities across the technological, social, economic, environmental, regulatory and security sectors.

More than a review of emerging trends, the report explores how these opportunities can be leveraged and implemented. It aims to help Dubai Police develop future scenarios and transform emerging possibilities into practical initiatives and projects, including those under the Horizon X initiative.

From predicting change to shaping the future

The report marks a transition from monitoring change to anticipating its impact, and from identifying opportunities to actively implementing them.

It seeks to support the development of future-focused visions and plans that enhance preparedness while contributing to greater security and quality of life.

Brigadier Dr Expert Hamdan Ahmad Al Ghassiya, Director of the Future Foresight Centre, said the report reflects Dubai Police’s commitment to fostering a culture of foresight and future design.

He said that tracking emerging technological developments and assessing their potential impact on police operations enables Dubai Police to create proactive plans, strengthen institutional leadership and improve future readiness.

“Shaping the future begins with identifying opportunities, anticipating where they may lead and translating them into tangible outcomes that enhance community security and quality of life,” he said.

Preparing for change before it happens

Colonel Omar Khalifa Al Obaida Al Suwaidi, Deputy Director of the Future Foresight Centre, said the report supports the core pillars of the Dubai Future Readiness Index, including institutional agility, change management, future foresight and design, the use of data and technology, future talent, and innovation.

He said these pillars provide a comprehensive framework that enables organisations to move beyond monitoring change to anticipating it, converting challenges into opportunities and progressing from forecasting the future to actively designing and shaping it.

This approach, he added, reinforces Dubai Police’s leadership position and ensures continued preparedness for an increasingly dynamic future.

Turning future possibilities into police solutions

Fatima Rashid Al Alili, Director of the Future Scenarios Department, said future foresight begins with an organisation’s ability to proactively understand changes occurring both within and beyond its operating environment and translate them into future opportunities.

She said Dubai Police uses these opportunities to develop forward-looking projects that address emerging challenges and threats, strengthen the readiness of police operations to respond to rapid global changes and promote proactive thinking in managing future developments.

The approach also supports the adoption of proactive security solutions designed not only to respond to future developments but to help shape them. “The future only becomes a fixed reality once it happens. Until then, it remains a broad space of possibilities,” she said.
