DEC to enhance legislative process in Dubai

 Cooperation prospects between Dubai Economic Council and the Supreme Legislation Committee in the Emirate of Dubai

Sheikh Hani Rashid Al Hamli, Secretary General of the Dubai Economic Council (DEC) pointed out that one of the elements of sustainable development in the Emirate of Dubai and the UAE is the robust and modern legal infrastructure, and sound regulatory framework to provide a stimulating business environment towards productivity, innovation and enhanced competitiveness in the global economy. 
 
Al Hamli also stressed the importance of the role played by the Supreme Legislation Committee in the Emirate of Dubai (SLC) in the development of the legislative process, to improve the quality and efficiency of legislation, and building a legal system compatible with the Dubai’s ambitions.
 
The statement came during a meeting at the headquarter of the Council with the delegation of the Supreme Legislation Committee in the Emirate of Dubai (SLC), headed by His Excellency Ahmed bin Mishar Al Muhairi, Secretary-General of the Committee, accompanied by Mr. Mohammed Al Suwaidi. The meeting was also attended by the executive team at the DEC Secretariat General.
 
Hani Al Hamli said, "The Supreme Legislation Committee is an effective tool in enhancing the legal environment of Dubai."
 
Al Hamli said that the Supreme Legislation Committee in the Emirate of Dubai plays a vital role in regulating the issuing and review of legislation in the Emirate by adopting a clear and effective procedure and methodology, developing the legislative process, improving legislation quality and efficiency, building a legal system that would fulfill the aspirations and ambitions of the Emirate.
 
It wll ensure that legislative provisions are in compliance with the Constitution, and applicable federal and local legislation. 
 
Al Hamli also stressed that the Committee vision, mandates and aspirations will contribute actively in the implementation of Dubai Strategic Plan 2021, which aims to consolidate the emirate's position on the regional and international maps.
 
Al Hamli pointed out that the DEC made great efforts to review, develop and propose legislations that aim to enhance the economic growth of Dubai.
 
His Excellency Ahmed bin Mishar Al Muhairi, SLC Secretary General noted that his visit to the Council comes at the directions of His Highness Sheikh Maktoum Bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai Chairman of SLC to conduct field visits to various local departments in Dubai to introduce the committee’s activities and functions and to emphasize the importance of cooperation with those departments in the direction that would develop the local legislations in Dubai.
 
Mr Al Muhairi commended the fruitful cooperation of DEC with the SLC and formed an advisory committee to review a number of commercial legislations.
 
Al Muhairi also highlighted the functions of SLC, pointing out that the Committee preparation and issuance of legislations comes according to a clear and effective methodology with accuracy, smoothness and speed of issuance responsive to the directives of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Chairman of SLC, moving away from routine and taking into account the speed element.
 
Attractive legislations to FDI
 
With regard to the commercial laws and legislations that are being developed in the Emirate of Dubai, Al Muhairi stressed that this would attract FDI to the emirate and thus contribute in promoting sustainable development for factors not confined to just the financial aspect but also for its role in bringing technology and attract talent and high skilled labor.
 
At the end of the meeting, both parties agreed on strengthening their cooperation and organizing ‘coordination meetings’ to review and improve a number of legislations and regulations referred by the Committee.
