Text Messages for Landlords and Tenants in Abu Dhabi to Avoid Fines and Violations

Real estate development companies have notified new tenants of residential units in Abu Dhabi via text messages of the regulations for occupying them in line with the regulations governing the Department of Municipalities and Transport in the emirate to reduce the phenomenon of population density. The contract is not signed between the two parties until the terms and conditions are signed so that the responsibility of the occupant of the residential unit becomes before the official authorities, according to what was determined by the Department of Municipalities and Transport to avoid fines and legal accountability, which are:

Occupying real estate, residential units, and popular housing for purposes other than those for which it is intended, and renting a popular housing or unlicensed annexes, and their violation is 50,000 dirhams.
Using real estate, residential units, and popular housing before issuing a certificate of occupancy or temporary occupancy, and their violation is 12,500 dirhams.

Benefiting from real estate, residential units, and popular housing in the event of the expiration of the validity of the certificate of occupancy, and its fine is 5,000 dirhams.

  • Measures

The Department of Municipalities and Transport confirmed that the fine for renting real estate, residential units, and popular housing in residential areas to non-authorized categories is 50,000 dirhams. Also, renting real estate and residential units for use as group housing is considered a violation, and its administrative fine is 100,000 dirhams. It also pointed out the importance of following security, safety, and public health procedures for residential units in terms of ventilation, air conditioning, cleanliness, and public health. In the event of a violation, the violation is 25,000 dirhams.

The department stressed that occupying real estate in a manner that violates the customs or public morals prevailing in the state or public taste is 25,000 dirhams, and that occupying or renting real estate, residential units, and popular housing from the back will expose the owner to the violation, which is 25,000 dirhams. Also, the participation of more than one family in the residential unit is considered a violation with a fine of 12,500 dirhams. Also, the participation of a family with bachelors or people who are not related by blood or marriage in the same residential unit is a violation, and a fine of 25,000 dirhams is expected. The department also noted within its rules and regulations that the financial fine will be doubled in the event of repeated violations.

The department indicated that the regulations aim to address the phenomenon of population density, which is defined as the occupation of a group of people in the residential unit in a manner that is not commensurate with its area and the nature of the services allocated to it, in addition to eliminating the negative manifestations that result from population density, and violates security procedures, prevailing customs, and public taste, and conflicts with the principles of public ethics and morals prevailing in the state.
