A Chinese man who was illegally placing promotional stickers on cars at JBR submitted two UAE ID cards that belonged to others each time he was stopped by the police, the Dubai Criminal Court heard.

Only at the third attempt could police arrest BW, 24, who ran away and disappeared the first and second time.

On January 1, at around 9pm, a Chinese was spotted by policemen roaming suspiciously among cars parked behind Hilton Hotel at the JBR. Coming close to him, policemen found out that he was placing promotional stickers on cars in a parking lot.

“As this is illegal, we approached him to check his identity. His stickers were promoting a massage centre. We showed him our military ID cards and asked him for his. The man, who did not speak Arabic or English, presented a UAE ID card which belonged to an older person. When questioned in sign language, he took out from his pocked four notes of Dh100 and offered them to us.We asked him to put them back in his pocket. While we were checking with the operations room about the holder of the ID card that the accused had submitted, he ran away and disappeared amongst the public at the walkway,” Sergeant Hamed Mahmoud told investigators.

“Two weeks later, on January 19, I saw the accused in the same area placing promotional stickers on cars. I approached him and showed him my ID card but he pushed me and ran away towards the beach… While chasing him, I fell and hurt myself on the rocks,” he told investigators.

“On January 23, while were patrolling the area, the man showed up and he was placing stickers on cars. My colleague and I decided that we should approach him from opposite directions to prevent him from running away. I approached him form one side and my colleague from the other. When he saw me, he smiled and turned his back to me, wanting to run away. At this time my colleague got hold of him. He resisted arrest and scratched my colleague near his eye. We cuffed his hands until police support arrived.

“Asking him about his ID, he presented a UAE ID card that belonged to another person. When I told him that it was not his ID card, he presented a Chinese ID card,” he said.

The injured policeman was taken to Rashid hospital for treatment.

BW, 24, jobless, is accused of using official documents that belonged to other people and impersonating two people. He is also accused of offering Dh400 as bribe to policemen to let him go. BW is also being prosecuted before the Misdemeanour Court for assaulting a policeman performing his duty.

The court will reconvene on May 15.
