But the shocking part that has sparked online controversy is that he tied his one-month-old baby to the steering wheel while the vehicle was in motion.

A woman can be heard giggling in the background but later asked the man to untie the baby when it started to cry.

The director of the Taiwanese Committee for the Improvement of Children's Rights, said although it didn't seem like intentional abuse, the parents were a bad example.
