Palestinian leader asks donors to pledge for his 'government for Gaza' rebuilding

The Palestinian president has asked international donors at a conference to adopt his prime minister Salam Fayyad’s reconstruction plan for Gaza, describing it as a ‘national comprehensive development plan’ and promised the reconstruction would be based on ‘transparency and justice.’

Fayyad has prepared a 53-page plan for the donors, including detailed damage assessments. For example, fixing war damage to infrastructure and homes would cost $501 million. Fayyad said that with open borders and sufficient aid, reconstruction could begin in six weeks.

He wants most of the aid to be funnelled through his West Bank-based government. He already administers huge sums of foreign aid and has been sending $120 million to Gaza each month for welfare and salaries of Abbas’ former civil servants.
