Canada jobs: Quebec's list for foreign workers

The Government of Quebec has announced that its list of occupations under the Facilitated Labour Market Opinion (FLMO) program has been amended.

The FLMO is a provincial program that the Human Resources and Skills Development Canada (HRSDC) and Quebec’s Ministère de l’Immigration et des Communautés culturelles (MICC) agreed to implement in the province of Quebec on February 24, 2012.

The program allows employers to apply for a Labor Market Opinion (LMO) without needing to recruit in Canada for the same position.

When an employer in Canada wishes to hire a worker from abroad, a positive LMO for the targeted profession is required. Depending on the profession, the employer needs to advertise the job position for a given period of time on local wires.

Under the FLMO, employers in Quebec can bypass the time consuming recruitment process and apply for a Temporary Working Permit for the foreign worker directly, which will enable them to hire the worker from abroad.

The amended list of occupations that are included in the FLMO program from February 11, 2013 is as follows:
