Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council has issued Executive Council Resolution No. 48 of 2017 approving the Dubai Government Services Costing Manual. The Resolution aims to provide tools to calculate the cost of government services by integrating smart systems used in providing services and unifying the methodologies for estimating the value of services.
The Resolution seeks to ensure that fees, tariffs and prices imposed by government entities against their services are fair. It also aims to enhance fiscal control and service-quality assessment; contain the cost of services to help government entities achieve their strategic objectives, and enhance the quality of services through optimal utilisation of resources.
The Resolution obligates all government entities to conduct an overall review of service costs based on the Manual.
Director-General of the Dubai Department of Finance, in collaboration with Dubai The Model Centre will outline the phases and timelines for implementation of the Dubai Government Services Costing Manual in various government departments. The Dubai Department of Finance and Dubai The Model Centre are also responsible for reviewing and updating the Manual regularly.
The Resolution states that the Director-General of the Dubai Department of Finance may form a team composed of representatives from Department of Finance and Dubai The Model Centre to oversee the Manual’s implementation, review and update implementation plans, prepare regular compliance reports, and submit these reports to the Director-General of Dubai Department of Finance who will in turn submit them to the Supreme Committee of Fiscal Policy and the Executive Council.
The Resolution is effective from the date of issuance and will be published in the Official Gazette.
