The deal focuses on the development of a common framework for skills based on the basic principles and criteria for national system of qualifications that contribute to the development of human resources in the two countries in terms of educational and vocational training as also technical qualifications. It also addresses related mechanisms and quality systems and outputs that ensure upgrading of productivity in the market, mutual recognition of professional qualifications and professionalism in a manner that contributes to the quality control when it comes to knowledge and skills of the workforce in the labour market.

Al Mehairi welcomed the signing of the MoU, which will accomplish international harmonisation of the national system of qualifications with its Indian counterpart, and adopt a strategy and mechanism of joint action to develop a matrix of professions and standards for the skills and knowledge required in the labour market.

A joint supreme supervisory committee and joint technical teams were formed to activate the MoU, and hold mutual meetings within a specified time frame.
