Even as the Duba's property market speeds towards stability and recovery, investors in projects that are delayed often want the police to get involved.

The emirate has set up several regulatory and legal bodies to deal with the myriad real estate cases that currently exist. However, readers have asked if is it possible for an investor to file a police a police complaint against a developer for delay of a project, or delaying in handing over a real estate unit?

Lt. Colonel Mohammed Saeed Al Fashti, Head, Public Relations, CID, Dubai, says all police stations are bound to accept all public complaints.

However, a complainant should discuss the matter with the concerned police station before filing a complaint. There are several procedures and documents required to deal with real estate cases, and these need to be followed before any complaint is filed.

Illegal money-lenders and high rates of interest

Colonel Al Fashti, Head, Public Relations, CID, Dubai, clarifies doubts of Emirates24|7 readers with regards to money borrowed locally from money-lenders not authorised to lend.

These lenders often charge high rates of interest and people are sucked into a debt trap. A passport is then kept as guarantee and there is no getting out.

Reader: What do we do when people charge high interest rates for lending money?

Lt Col Al Fashti: Such lending of money is illegal. Money lending can be undertaken only by banks and other financial institutions.

Victims can file complaints in police stations in the area from where the cheque was issued. He explained that if a person was issued a cheque in Bur Dubai, then he should file a complaint with the Bur Dubai police station against the person concerned.

Reader: What measures should be taken when a person refuses to return the debt? Can SMS from debtor confirming his failure to repay the amount be taken as proof against him?

Lt Col Al Fashti:  Police accepts all sorts of financial complaints 24 hours a day. As for SMS being taken as evidence, it is a call to be taken by the courts and the prosecution as it is a technical issue.
