President amends Federal Law of Human Resources

President His Highness Sheikh Khalifa bin Zayed Al Nahyan has issued a decree  introducing amendments to the Federal Law on Human Resources.

The Decree containing federal law No.9/Year 2011 amends a number of articles in the existing law (Law No. 11/2008) pertaining to types of employment and contracts.

According to the amendment, each federal government entity is asked to formulate detailed contracts of employment specifying the rights and duties of every employee and the professional ethics he/she is asked to abide by for improving the quality of government services and enhancing output. Each employee should sign this contract.

The amendments specify four types of employment contracts the federal entities can offer to its employees, namely, full-time work, part-time work, temporary work and special assignments contracts.

The amendments aim to create more job opportunities to citizens and help them to gain experience and skills for accepting new jobs according to their career ambitions.

The amendments were given approval by the Cabinet and were discussed at a special workshop earlier.

The amendments are made in the light of the UAE Vision 2021.

Khalifa holds talks with Jacob Zuma 

Sheikh Khalifa also held talks on Monday with South African President Jacob Zuma, in the presence of Abu Dhabi Crown Prince and Deputy Supreme Commander of the UAE Armed Forces General Sheikh Mohammed bin Zayed Al Nahyan.

Jacob Zuma is on an official visit to the UAE leading a high level delegation from South Africa.

The President welcomed Jacob Zuma and the accompanying delegation expressing his wish that the visit will contribute towards strengthening relations of friendship between the two countries and will open wider horizons of joint cooperation in the avenues of economy and investment in the best interests of the people of both countries.

The talks dealt with the means of further developing the standing relations and cooperation between UAE and South Africa. They also exchanged views on current developments on the regional and international levels and issues of common concern.

The President asserted UAE's keenness to strengthen relations with South Africa and benefit from its experience in the field of development and emphasised the country's interest in the transfer of the economic knowledge SA has achieved in the fields of technology and industry through joint investment projects.

Zuma expressed happiness over the opportunity to visit the UAE and meet Sheikh Khalifa bin Zayed Al Nahyan. He also hailed the development UAE has achieved in various fields as well as its prominent place among the world countries thanks to the prudent policies of His Highness the President.

Zuma said that his visit to the UAE will help SA to find more opportunities for cooperation and partnership with the UAE, adding that this is visible from the potential, rapid and tremendous achievements in economic and political fields. The current visit is made with the aim of developing these relations in various fields, he stressed.

President Sheikh Khalifa and President Jacob Zuma also witnessed the signing of a number of agreements between the UAE and the Republic of South Africa in the presence of Sheikh Mohammed bin Zayed Al Nahyan.

The first agreement contained a memorandum of understanding on political consultations between UAE and South Africa and the second agreement called for the establishment of a joint committee. Both these agreements were signed by UAE Minister of Foreign Affairs Sheikh Abdullah bin Zayed Al Nahyan and Minister of International Relations and Cooperation in South Africa Ms Maite Nkoana-Mashabane.

The third agreement called for cooperation in the field of defence and was signed by Sheikh Abdullah bin Zayed Al Nahyan and Minister of Defence and Military Veterans Dr Lindiwe Sisulu representing UAE and SA respectively.

The signing ceremonies were attended by Ruler's Representative in the Western Region Sheikh Hamdan bin Zayed Al Nahyan and Ruler's Representative in the Eastern Region Sheikh Tahnoun bin Mohammed Al Nahyan, National Security Adviser Sheikh Hazza bin Zayed Al Nahyan, a number of other sheikhs and senior state officials and members of the delegation accompanying President Zuma.

President hosted a banquet in honour of President Zuma and the accompanying delegation.

21-gun salute

Earlier, upon his arrival at Mushrif Palace in Abu Dhabi on Monday afternoon, President Zuma was given a 21-gun salute and a guard of honour. The national anthem of the Republic of South Africa was played on the occasion.

President of South Africa then headed to the Union Hall where he shook hands with Sheikh Hamdan bin Zayed Al Nahyan, Ruler's Representative in the Western Region, Sheikh Tahnoun bin Mohammed Al Nahyan, Abu Dhabi Ruler`s Representative in the Eastern Region, Sheikh Hazza bin Zayed Al Nahyan, National Security Advisor, Lt.General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, Sheikh Hamed bin Zayed Al Nahyan, Chief of Abu Dhabi Crown Prince's Court, Sheikh Abdullah bin Zayed Al Nahyan, Foreign Minister, Sheikh Omar bin Zayed Al Nahyan, Deputy Chairman of the Board of Trustees of Zayed bin Sultan Al Nahyan Charitable and Humanitarian Foundation, Sheikh Mohammed bin Khalifa Al Nahyan, Executive Council Member, Dr. Sheikh Saeed bin Mohammed Al Nahyan, Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Higher Education and Scientific Research, Sheikh Hamdan bin Mubarak Al Nahyan, Minister of Public Works, Sheikh Sultan bin Tahnoun Al Nahyan, Chairman of Abu Dhabi Tourism Authority (ADTA), Ahmed Juma Al Za'abi, Deputy Minister for Presidential Affairs in addition to a number of sheikhs, ministers and senior officials.

Sheikh Khalifa greeted members of the high profile delegation accompanying the South African President including Minister of Foreign Trade, Maite Nkoana-Mashabane, Minister of Defence and Military Veterans, Lindiwe Sisulu, Minister of Tourism, Marthinus Van Schalkwyk, Minister of Trade and Industry, Dr. Rob Davies, Minister of Economic Development, Ebrahim Patel, and Yacoob Abba Omar, South African Ambassador to the UAE and a number of senior officials.

President Zuma is accompanied by mission of honour headed by UAE Minister of Foreign Trade Sheikha Lubna Al Qasimi.
