Dubai’s 04 platform: The easy way to reach government authorities and share feedback

Dubai: In a city that never sleeps, the government authorities work round the clock to ensure residents’ voices are heard.

What is 04?
Launched on March 21, 2023, by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence and Chairman of The Executive Council of Dubai, 04 is a unified customer platform with more than 40 government bodies and other participating entities in Dubai.
It’s designed to connect customers with the authorities, who work to listen to their experience via sections titled Suggestions, Complaints, and more, in an aim to continuously improve Dubai’s services and create a new model for futuristic governance.
According to Digital Dubai, the authority that manages the Government of Dubai’s digital services, the 04 platform aligns with the city’s Services 360 policy – a comprehensive framework that redesigns public services into a fully integrated, proactive and digital system.
How does it work?
The 04 platform features four ways to connect with the authorities, each with a specific function:
Suggest: Use this section when you want to submit a new idea that helps develop or improve any government service, and/or transaction related to the service.
Complain: If you are dissatisfied with any procedure or transaction while accessing a government service (or any services provided by any entity on the portal), submit it here.
Comment: Submit an opinion, whether it’s a word of appreciation, or an idea for improvement, related to a government service or transaction.
Participate: This feature offers you opportunities to directly participate and share your views on key topics affecting the city’s future. You can respond to official polls, submit feedback through detailed surveys, and contribute to open discussions.

How to use the 04 platform
The process to submit your feedback takes just three steps, and can be completed in under two minutes. Follow these steps:
- Visit the platform’s website: 04.gov.ae.
- Navigate to ‘Platform Services’ on the menu bar and select one of the categories: Suggestions, Complaints, Comments, Surveys, Polls, Discussions.
- A form will open, requiring you to fill in the following information:
Details of the suggestion, complaint or comment. You also have the option of recording a voice note instead of entering text. If you are submitting a complaint, you have the option to suggest a solution as well.
- Select the entity that is related to your feedback.
- Enter your mobile number.
- Upload any files or documents that support or add value to your feedback. This step is optional. Click ‘Verify’.
- Once you have completed the process, you will receive a reference number that will allow you to track your case and submit any follow-up enquiries.
Apart from online enquiries and comments, the platform also supports submissions via its WhatsApp Business account. Add the number 600 500055 as a contact on your own WhatsApp, and message the number directly to provide your feedback.
Processing time
According to the 04 platform, if you have submitted a complaint or comment, you will receive a response within five working days. For suggestions, the duration for processing is typically 15 working days.
