The Health Insurance Law stipulates fines of between Dh500 and Dh350,000 under 56 categories.

The decision of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, pursuant to provisions of law No. 11 of 2013 on health insurance, are aimed to end negative practices by hospitals and insurance companies and individuals.

Employers or sponsors who fail to include workers under their sponsorship in health insurance, or include them at a value less than the basic coverage as stipulated by the government, will face Dh500 fine per month of delay.

A fine of Dh1,000 will be levied in the event employers or sponsors refuse to pay the cost of health services or medical intervention in an emergency to those under their sponsorship.

Similarly, insurance companies that do not allow beneficiaries to avail their specific rights under the health insurance policy will face a fine of Dh50,000.

Card Misuse

Misuse of health insurance cards also call for a fine. A fine of Dh5,000 will be levied if health insurance card holders allow someone else to use their card.

Last week, a woman and her sister-in-law received 2 months suspended jail terms after the former used the latter’s health card to receive medical treatment in Dubai’s Latifa Hospital.

Both the two women were also ordered to pay Dh2,000 as fine, by Dubai courts.
