Under the direction of Chairperson of Dubai Healthcare City Authority Princess Haya Bint Al Hussein, wife of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, Dubai Healthcare City Authority (DHCA), the governing body of the Dubai Healthcare City (DHCC) free zone, on Sunday reaffirmed its regulatory independence as it unveiled new operational sectors within the free zone.

Dubai Healthcare City, known to be the world’s largest healthcare free zone, will operate through an independent regulatory arm, ‘Dubai Healthcare City Authority – Regulation’, or DHCR, which will regulate two new operational sectors – education and investment – and report directly to the DHCA Board.

DHCR will continue to handle licensing of healthcare professionals and providers as well as other businesses operating throughout the free zone. Dr. Ramadan Alblooshi has been appointed CEO of Dubai Healthcare City Authority – Regulation.

‘Dubai Healthcare City Authority – Investment’, the Authority’s investment sector also known as DHCI, will focus on leveraging DHCC’s global healthcare standards as well as strengthening its medical tourism portfolio of healthcare services. Bader Hareb, who brings with him an extensive background in real estate and telecommunications, has been appointed CEO of Dubai Healthcare City Authority – Investment. As part of his role, Hareb, will work towards delivering the required infrastructure to strengthen DHCC’s position as a leading destination for medical tourism in the region.

‘Dubai Healthcare City Authority – Education’, the Authority’s education sector also known as DHCE , will oversee development of the Mohammed Bin Rashid University of Medicine and Health Sciences, part of the Mohammed bin Rashid Academic Medical Center (MBR-AMC). The MBR-AMC represents an integrated environment with institutions including Al Jalila Foundation Research Centre and the Mohammed bin Rashid University Hospital. Dr. Amer Ahmad Sharif will serve as the CEO of Dubai Healthcare City Authority – Education.

The unveiling of the operational sectors follows on from the successful conclusion of the collaboration with Tecom Group, a member of Dubai Holding.

"This plan was always the next step in our evolution and with this new structure, we have achieved our objective of separating the regulatory from the operational," said Princess Haya. "We have strived to achieve the founding vision of Sheikh Mohammed to establish a free zone that would be at the forefront of healthcare in the region. He intended for Dubai Healthcare City to serve his people and his country. I am so proud of our team that has created this practical model that will ensure the proper implementation of Sheikh Mohammed’s vision."

Both the education and investment sectors will provide a breadth of services expected by patients, healthcare professionals, healthcare providers and investors, thus reinstating the Authority’s focus on innovation and quality. Additionally, these two new sectors will further contribute to the development of healthcare and education across the UAE, as key national priorities per Sheikh Mohammed’s seven-year UAE National Agenda leading to UAE Vision 2021.
