Decree on governance of Dubai Government’s councils, committees

In his capacity as Ruler of Dubai, Vice President and Prime Minister of the UAE, His Highness Sheikh Mohammed bin Rashid Al Maktoum, has issued Decree No. 28 of 2015 on the governance of Dubai Government’s councils and committees.

The Decree aims to enhance decision-making processes in the public sector by establishing a clear governance framework for councils and committees; involving the participation of various segments of the community in decision-making including women; and using expert resources, as outlined in the UAE’s vision.

Furthermore, Decree No. 28 is aimed at standardising the procedures for the formation of councils and committees by unifying the rules and regulations governing it and their operational procedures, as well as strengthening their accountability, transparency and integrity.

The new decree is applicable to all current and future councils and committees in the government sector and government departments in the emirate.

According to the decree, the council and committee can perform one of the following roles: a supervisory role; an advisory role; a regulatory role or a role that involves strategic coordination.

The decree also outlines the types of councils and committees that can be formed, which include a sectoral body, an advisory body, a Board of Directors and a Board of Trustees. The council or committee may be permanent or temporary.

According to Decree No. 28, the chairperson and members of the committee or council should be qualified and experienced people drawn from the public or private sectors. The committee or council should also include young Emirati and women experts. The qualifications of the members must be a match for the committee or council’s responsibilities.
